Duties:

Reporting to the Design & Delivery Manager and working under the guidance of a Team Lead, the Senior Programmer Analyst will be responsible for the ongoing support and development of new and updated software applications, enabling the Government of Newfoundland & Labrador to provide services to its citizens. As part of the Mainframe Applications Team, you will have the opportunity to leverage a collaborative approach while working within a mainframe systems environment and assisting with modernization efforts. As a Senior Programmer Analyst, regular duties will include, but not be limited to:

  • Providing technical support within a portfolio of systems;
  • Completing system enhancement (design and development) tasks ;
  • Ensuring availability, reliability, integrity and security of systems;
  • Consulting with users and key stakeholders concerning system requests;
  • Investigating and correcting system production issues;
  • Performing upgrades and system enhancements, as required;
  • Ensuring changes and enhancements adhere to OCIO standards;
  • Participating in system testing and user reviews;
  • Reviewing and updating documentation;
  • Collaborating as part of a support team and with other OCIO technical groups;
  • Mentoring junior resources, as required;
  • Identifying and participating in modernization opportunities

Screening Criteria:

  1. Experience developing and/or supporting Mainframe applications using programming technologies such as COBOL, ADSO, and JCL
  2. Experience working with Mainframe database technologies, such as IDMS and IMS
  3. Experience developing and/or supporting non-Mainframe applications using programming technologies such as .Net, PHP, C#, Java, HTML, etc. (Asset)
  4. Graduation with a degree or diploma from an approved college or university with major course work in Information Technology and/or subsequent related experience (equivalencies will be considered)

Assessment Criteria:

  1. Knowledge of developing and/or supporting Mainframe applications using programming technologies such as COBOL, ADSO, and JCL
  2. Knowledge of working with Mainframe database technologies such as IDMS and IMS
  3. Knowledge of developing and/or supporting non-Mainframe applications using programming technologies such as .Net, PHP, C#, Java, HTML, etc.) (Asset)
  4. Knowledge of application development best practices (e.g. change management, security)
  5. Demonstrate organizational and analytical skills
  6. Ability to work independently
  7. Ability to collaborate (teamwork)
  8. Ability to manage time and tasks
  9. Client service orientation

Conditions of Offer:

  1. Recent and satisfactory Criminal Record Screening Certificate from local police.

Conditions of Acceptance:

  1. Willing to work standby (periodic)
  2. Willing to work overtime (occasional)
